From hailstorm to hidden moisture

The June 2019 storm wasn't only hail. The same system dropped 2.08 inches of rain at the NWS Lubbock office, mostly in under an hour, causing extensive street flooding in south Lubbock. That pairing, a roof opened up by hail and then soaked by a downpour, is how water ends up in insulation, roof decking and the top of drywall.

Mold rarely shows up the day of the storm. EPA's guide says it's important to dry water-damaged areas and items within 24–48 hours to prevent growth. Once that window passes, a slow attic leak can go unnoticed until a ceiling stain, sagging drywall or a musty smell appears. Our roof leak and hail damage mold page covers the warning signs and how the repair and remediation fit together.

New Deal at a glance

New Deal began as "Monroe" when the rail line came through in 1909. In 1935, four rural schools merged into a district named for President Franklin Roosevelt's New Deal, and the town took that name when its post office opened in June 1949. It incorporated in 1970.

With nine in ten homes owner-occupied, most New Deal residents make the calls on roof claims, repairs and mold work themselves rather than through a landlord. A median build year of 1985 also means many roofs, water heaters and supply lines have been through decades of South Plains weather.

Finding out what's behind the stain

A licensed mold assessor can trace where the water came from, measure moisture in framing and drywall, and write a remediation protocol. Testing to name the mold species usually isn't needed, as TDLR and EPA both note. Read more on mold inspection and testing.

If the protocol calls for remediation, a separate licensed company does that work. During remediation, crews typically set up containment, remove damaged porous materials and clean what can be saved. Our mold removal page explains what to expect. When it's done, a licensed assessor does clearance, and you receive a Certificate of Mold Damage Remediation (TDI form MDR-1) within 10 days. Ask any company for its TDLR license number and check it on TDLR's license search.

Questions from New Deal homeowners

Could the 2019 hail have caused mold in my New Deal attic?

Hail itself doesn't cause mold, but a roof it damaged can let water in, and wet insulation or decking can grow mold if it doesn't dry. EPA says to dry water-damaged areas within 24–48 hours. If you've had a roof claim, ceiling stains or a musty attic since a storm, a licensed assessor can check for hidden moisture.

Should I have the mold tested to find out what type it is?

Usually not. TDLR's consumer sheet says it's generally not necessary to identify the species growing in a home, and the CDC does not recommend routine sampling. EPA's mold guide adds that sampling is usually unnecessary when mold is visible. A licensed assessor may still sample for a specific reason, such as clearance or locating hidden growth.

Can I clean a small patch of mold myself?

EPA's mold guide says areas under about 10 square feet can usually be handled yourself, as long as you fix the water problem. Texas law is a separate question: homeowners working on their own home are exempt from licensing at any size, while a hired company needs a TDLR license at 25 contiguous square feet. This is general information, not legal advice.

Why would I need two different mold companies?

Texas Occupations Code §1958.155 says a license holder may not perform both mold assessment and mold remediation on the same project. So a licensed assessor writes the protocol and later does clearance, while a separate licensed remediator does the work. We help you get quotes from both. Ask each for its TDLR license number.
